Make sure the cloth going over baby's hands doesn't pinch or bind in anyway. If it seems that baby doesn't like this situation right at first, it may be that you're just standing there trying to see if he'll complain. Go walk around and find something fun for him to look at. If, after a moment or so, baby still doesn't like it, try another solution.

Got long hair and a grabby baby? Try a high Tibetan carry, with Baby's hands tucked into the shoulder straps. It's like a piggy back ride, with cloth around it.

I have very long hair. If I leave it down, not only does he pull it, but it is also in his face. I have found that a high ponytail seems to work best. I even have used a long scarf and wrapped my hair in it. It looks quite chic and protects my hair from little baby fingers. ~Shannon Velloza
